Stray dogs
There are
approximately 32,000 dogs without owners in the state. These animals are a
serious problem, particularly in rural areas, since they can become wild and
potentially dangerous. In the urban environment, dog feces are deposited in
public thoroughfares, causing serious health concerns from parasites. There is
no system to control these animals, although several nonprofits are beginning to
organize animal shelters, as well as spaying and neutering programs in the
cities. No municipality has a dog pound, although this has been recognized as a
government responsibility.[1]
In the case of the city of La Paz, for example, stray dogs, rip up garbage bags
and scatter the contents, causing pollution.
