in Latin America and the Middle East.

Yolanda
Walther-Meade
Ms. Walther Meade is an active philanthropist and civic leader in
both the Tijuana and San Diego communities. Ms. Walther-Meade is
a founding member of the Board of Fundación Internacional
de la Comunidad, ICF’s sister foundation in Baja California,
serves on the board of the University of San Diego (USD), and co-chairs
the San Diego Natural History Museum’s annual Dos Aguilas
Event.

Robert
(Bob) Kelly
Mr. Kelly is President and Chief Executive Officer of the San Diego
Foundation (TSDF). Prior to joining TSDF, he had a distinguished
15-year career at the American Cancer Society, before serving as
senior VP and COO of Sharp Health Care Foundations. Mr. Kelly also
served as ICF’s first CEO.

Alan
A. Rubin
Alan Rubin comes to ICF with over thirty years of experience leading
international and conservation focused nonprofit organizations.
Rubin is the past president of National Park Foundation and Partners
of the Americas.

Irma
Gigli, M.D.
A native of Argentina, Dr. Gigli is the Walter & Mary Mischer
Distinguished Professor of Molecular Medicine and Deputy Director
of The Brown Foundation Institute of Molecular Medicine for the
Prevention of Human Diseases at The University of Texas Health Science
Center at Houston, and is an Emeritus Professor at UCSD. She serves
on the board of the Pew Charitable Trust and has served on a number
of national and international committees dealing with education
and health in the United States and third world countries.

Jacinto
Astiazarán Rosas
Former Chair and Immediate Past Treasurer; a CPA from Tijuana, Mexico,
managing Partner of Astiazarán Rosas & Co. where he represents
a wide range of foreign and domestic companies in Baja California.
Mr. Astiazarán is the past Chair of the board of Fundación
Internacional de la Comunidad, ICF’s sister foundation in
Baja California.
Robert
Chang, Ph.D
A native of Fuchien, China, Dr. Chang is the co-founder of San Diego-based
Applied Biotech, Inc. and current President of Shanghai Meikang
Biological Project Co., Ltd. He is a strong supporter of education
in China contributing to scholarships for hundreds of children and
the construction of over a dozen schools.

Gabriela
Flores
Active philanthropist and Program Director for Aldea Ecológica,
an eco-art program in Tijuana, Mexico. Ms. Flores’ philanthropic
efforts have also supported a wide range of environmental nonprofit
organizations in Baja California Sur including Siempre Semillas,
an environmental education center and botanical garden, and Niparajá,
a local nonprofit promoting land trusts and sustainable community
development projects, for conservation. She resides in San Diego,
CA and La Paz, BCS.
Augustine
"Augie" Gallego
Mr. Gallego is Chancellor Emeritus of the San Diego Community
College District. He is an active civic leader serving as Chairman
of the San Diego Dialogue and Chair of the San Diego Achievement
Forum. He is also immediate Past Chair of the ICF Board. Mr. Gallego
was one of the recipients of the LEAD San Diego 2003 Visionary
awards.
Jessie
J. Knight Jr.
Mr. Knight is President and Chief Executive Officer of the San
Diego Regional Chamber of Commerce. He serves on several corporate
boards, as well as the World Affairs Council of Northern California.
He is a standing member of the Council on Foreign Relations.
Nancy
Marlin, Ph.D.
Dr. Nancy Marlin is the Provost at San Diego State University.
She serves on the Board of Planned Parenthood of San Diego and
Riverside Counties, the Scripps Employer Advisory Board, the California
Western School of Law, and the Advisory Board of the California
PBS Program “California Connected”.
Alice
Tang, Ph.D.
Dr. Tang has been a university professor, environmental science
researcher, and technologist known for the development of aqucaculture
waste water reclamation system. On the side, she has been a successful
business entrepreneur. In the past two decades, she has devoted
herself to research into finding and implementing solutions to
problems in global peace and justice.
Victor
Vilaplana
Former Chair; Mr. Vilaplana is an attorney whose practice specializes
in commercial law, bankruptcy, and secured transactions. He is
also Vice Chairman of Waldos Dollar Mart de México, a leading
retailer in Baja California. A graduate of Stanford’s School
of Law, Mr. Vilaplana has also lectured at Georgetown Law School.

Mr. Waddell is a Vice President with Merrill Lynch Co. in San
Diego where be manages the investments for a wide range of high
net worth Mexican clients residing on both sides of the border.
