Killea leaves International
Community Foundation, Kiy named new President and CEO San

The International Community Foundation
(ICF) has announced that Dr. Lucy Killea, President and
CEO of the Foundation for nearly five years, is leaving
that position and moving on to devote more time to varied
community interests as well as to consider new pursuits.
Richard Kiy has been named to replace Killea as head of
the foundation effective July 16th, 2001. Dr. Killea agreed
to remain for a time on the Board of the Fundación
Internacional de la Comunidad, A.C. (FINCOMUN) in Tijuana,
which the San Diego-based ICF helped to establish at the
beginning of this year.
Kiy, a San Diego native with over twelve
years of international business and public policy experience,
is currently Senior Vice President for Business Development
at PriceSmart, Inc., where he will continue to serve thru
August 31, 2001. Kiy is also the Chairman of the San Diego
Chamber of Commerce's International Policy Committee and
is a member of the San Diego Foundation's Environmental
Work Group.
Before joining PriceSmart, Kiy served
as Principal Deputy Assistant Secretary for Environmental
Health & Safety at the U.S. Department of Energy and
over the years has held several other senior level positions
in the U.S. Government including Acting Environmental
Attaché at the U.S. Embassy-Mexico. Kiy's other
international experience includes business development
related work in the areas of the environment and applied
information technology solutions for Science Applications
International Corporation in Mexico and Venezuela.
A graduate of Stanford University and
Harvard University's John F. Kennedy School of Government,
Kiy is also the co-author of the book Environmental Management
Along North America's Borders.
Dr. Killea noted: "Given his creativity,
experience, and enthusiasm for advancing international
philanthropy, I am particularly pleased that Richard Kiy
is the foundation's new President and CEO. The International
Community Foundation will make great strides under his
leadership."
The ICF is in an excellent position
to further expand international philanthropy, thanks to
the hard work and commitment of Lucy Killea, stated Augustine
Gallego, incoming ICF Chair and Chancellor of the San
Diego Community College District.

Gallego said, "the ICF has become a vital vehicle
for the San Diego-Tijuana region to play an important
role in support of innovative programs in health, education,
the environment, culture and community and economic development
in Mexico and the Pacific Rim."
Established in 1991 with an endowment
of over $1 million and 33 funds, the International Community
Foundation is committed to fostering lasting philanthropy
to benefit international communities throughout Latin
America and the Asia Pacific region in the areas of education,
community development, health, the environment and cultural
